I'm looking to build a PC to play games, record videos for YouTube, and to surf the Internet. I'm a complete beginner at this but my budget is between €600-€700. The only part I don't need is the mouse. Thanks.

By Youtube recording I am going to assume you mean recording your gameplay, so as long as you have a decent gaming PC that should not be a problem. As I live in England, my Pound to Euro exchange rate may be slightly incorrect, but I have done my best to compensate :)
