These CPU's are about the same.
The x4 860K is FM2+ therefore you need an FM2+ motherboard.
The FX 6300 is AM3+ therefore you need an AM3+ motherboard.
The GTX 960 has a base clock speed of 1216 MHz and 7010MHz Memory clock speed (128-Bit).
The R9 380 has a base clock speed of 1000MHz and 5700MHz Memory clock speed (256-Bit).
I personally would go with the FX-6300 (newer motherboard/RAM technology though not by much) and the GTX 960 instead of the 950 if possible.

It's better to go with the 860k + R9 380. Don't go with the GTX 960 over the R9 380, and definitely don't go for the FX-6300 with a slower GPU.

It's more power hungry indeed. Not as good however is not true. Modern games are slowly but surely shifting in favor of AMD GPUs. So much so that an R9 290x beats a GTX 980 is Star Wars Battlefront.
