Yeah, your CURRENT pc needs only that much. But you will need to upgrade the cpu and gpu later.
For that, 550W is better. It will let you use up to FX-8350 and GTX 960/970.
And for FX-6300 + GTX 950/960 it is perfect.

That is because power supplies have longest lifetime and best efficiency when they are run at between 50-80% load.

If you use 300W, 450-500W is enough.
if you use 400W, 550-650W is recommended.

So, buying 550W gives you a good middle ground.

I would do almost complete new rig.

But on budget...first thing I would do, is to get a new, higher quality power supply.
Evo Labs is Tier 5 psu maker, meaning that you should stay away from their stuff.

By buying a high quality PSU now, you won't need to upgrade it later and you can just hit almost anything on it when you upgrade the performance parts.

The Tier 1 and 2 power supplies are what you should choose.

After PSU, I would upgrade the graphics card.
Then later, you should upgrade the cpu. your motherboard can handle cpu up to FX-8350.
Finally, I would get 2x4Gb DDR3 kit so you could run the RAM in Dual Channel.

is this better? Xigmatek Maverick 500w '80 Plus Bronze' Semi Modular Power Supply
or this? SuperFlower FX 450W '80 Plus Bronze' Power Supply - Black

Xigmatek Maverick is a Tier 3 power supply, it works but isn't recommended.

SuperFlower FX isn't in the list, but SuperFLower is most of the time quite good brand. But 450W won't give you much future upgradability.
You should look for 550W. I don't think you will need more than that.
