Friend cannot join my personal Bo2 Lobby and I can't join them

My friend and I are trying to play some Black ops 2 together on PC and neither of us can join the other. Our party privacy is open, our NAT type is moderate for both of us. I have port forwarded all of the ports, both of us have the game from steam and have the latest updates for both the game and Steam. We can Invite each other and can be in the same game as one another, but we can't join the some lobby pre-searching for match. Can anyone help us?

This is most likely to be a Lan type issue. If you both have a closed or limited connection you may not be able to connect to each other. Some of my friends on XBOX 360 had this same problem and I had to host parties and or lobbies for them. You can always see your lan type on BO2 if you go to the lobby set up on BO2 Multiplayer. It should be in the bottom left.
