Screen shows no signal after re-installing video card

My computer uses EVGA GTX 680 FTW 2GB (PSU 550W with minimum of 38 amps on 12V rail required), along with EVGA Z77 FTW motherboard and Rosevill 750W PSU. Basically, I have been using my computer for years. Recently, due to the hot weather in Cali, I decided to upgrade cooling fan for my video card. I bought the ARCTIC Accelero Twin Turbo III VGA Cooler (250W cooling power). After I finished installing this new fan on the video card, I put it back on the motherboard and found the fan not turning and the screen showed no signal. Motherboard and other components such as hard drives, USB devices, and DVD-Rom seemed to work fine. I also heard the beep sound indicating if something wrong happens (In this case, the beep sound is as normal as before)....Also, computer kept rebooting like every 7~8 seconds. I looked at the PSU specs and found the +12V only has 20 amps.....!!!

Here are my questions

What causes the video card not working and screen showing no signal?

I may think the PSU is weak so the +12V rail does not provide enough amps for the video card and the new cooling fan. What do you think?

If you think like me, the next question is how could the PSU provide enough amps for the video card before I install the new cooling fan?

Should I get a PSU 850W that the 12V rail can provide around 70 amps?

Coolermaster Nepton 280L CPU cooling
6 Coolermaster Jetflo 120mm fan (top and side fan)
1 200mm fan (front), 1 140mm fan (exhaust)
1 120mm fan (HDD)
2 Seagate 1TB hard drives (7200RPM)
Rosevill PSU 750W

and ARCTIC Accelero Twin Turbo III VGA Cooler (Just bought)

I checked the cooler separately and it worked perfectly. Also, I re-installed the cooler on video card and put it back on motherboard and still the same....motherboard and other stuffs work fine, but video card and cooler don't work.
