How does CPU bottlenecking GPU decrease gaming performance?
i need it in percent like: decrease performance of GPU by 16%
or any well explained simple details on how does it reduce gaming performance!.
 
There is not a single answer.
The CPU must feed the video car with all of the scenes geometry, before the video card can render and display it.
So if you matched an older Core 2 Duo @2.4ghz with a 750TI, in some games there would be no bottleneck and others up to 40%.
If you placed a GTX 970 in the same machine you would get 10% bottleneck in a few games and up to 60% bottleneck in most newer games.

Some games are very CPU dependent and others are very GPU dependent , while others are both GPU and CPU dependent. So there is not a simple single answer to your stated question. It varies greatly by game and CPU/GPU combo.

if the cpu is not fast enough to keep up with the gpu, the gpu will sit idle waiting for the cpu to catch up


the cpu then becomes the bottleneck, the main limiter of fps


depending on game, gpu performance loss can be ~10 - 50% or more

Bottleneck - either a good GPU is waiting on the CPU to do something, or a good CPU is waiting on the GPU to do something. So the 'good part' can't run to its full extent. It is waiting on the weak sister.

There is no specific number or percentage.

And for a given selection of parts, that may go either way for different games. Some games or applications rely more on the GPU, some more on the CPU.
 
GeForce GT 730 64-bit GDDR5 is you best bet for a cheap entry level video card.
Make sure it is the 64bit version, not the 128bit version.
The GT610 is not a gaming card and will be mostly a waste of money.

Not fake, just low settings, low resolution and not very good frame rates.
As I said to you yesterday when you asked about the GT 740, it would most likely be fine, but be aware that your unbranded 400W PSU could potentially fail. However the GT 730 requires less power and would be a good match (as would the 610), but for gaming you want the best GPU you can run.

My prob is i never purchased from Amazon but i purchased before on another online store and the store i tried delivered items in around 3 days and now the GT 610 is available their i'm scared if i purchased from Amazon and lost my money and didn't got the GT 730 and the store i tried and trust has the option for Cash on Delivery

I've purchased hundreds of items, worth thousands of dollars, over a 10 year span, from Amazon.
Similarly, on a smaller scale, from Newegg.

The number of times an item has been ordered, paid for, and not been delivered is exactly zero.
