Computer Wont restart unless unplugged from PSU

First time here, sorry if this is in the wrong category. I have a home built PC and Whenever I shut down / want to start up my computer I have to unplug the motherboard from the PSU to be able to restart it. This has puzzled me for the past couple months, the computer runs fine when it boots up.

Specs are:
Evga Gtx 750 ti
AMD 8370
EVGA 600 B 80 PSU
Biostar A960D+
Samsung 860 Evo 250gb
G.SKILL Ripjaws 8GB

So you mean, you have to take the 3 pin kettle plug out of the back of the PSU at the back to turn the computer off?

When you press shut-down (through the normal way) on Windows, what exactly happens. Elaborate here please.

From pure speculation and the information that you have provided me with I would conclude that you either have an OS or a motherboard issue although this isn't a final conclusion however.

Hope to here a response.

I have to unplug the 24 pin plug out of the mobo. Shutting down the system works fine but when I go to start it again, there is no display but the fans are spinning. Also when i try to restart the computer it will shut down and try to restart but there is no display but the fans are spinning.

Were ever you able to resolve this? I am having the exact same issue with my newly-built POC. I have to disconnect my motherboard from the PSU and then reconnect it before it will boot. Once it's booted up it runs with no issues.

Never solved it. Ended up buying no mobo and CPU and problem went away
