Could I get MS to give me a new key for Windows 7?

I want to build a new PC. I only have OEM Windows 7. Is it possible that when installing Windows I can skip activation and then phone Microsoft? I will only install it on one PC.

Like USAFRet & Dunlop 0078 said; you can install windows using the boot disk (DVD or USB) and "activate windows later".
Then once u reach the system, start windows activation and try ur key. If it refuses to activate with it (and it pretty much will), then ...
Choose "phone activation" > copy the ID they give you and the toll-free number and call on skype > it will ask u to enter the ID we copied earlier, then it will ask about the number of machines it was activated on, then it will work.

Yes. But I am transferring the SSD and RAM to new PC build. I am currently using the old PC with Windows 7 OEM on.

Yah I have done it before, I activated windows on one of my VM's then messed up the OS playing with sysprep in class. I reinstalled windows on a new VM tried the key i used on my previous VM no luck i then called microsoft, a machine asked how many times the key was used I said 1 then it gave me some really long code to type in and after windows was activated, however this was a dreamspark key im pretty sure they are treated as OEM.

Maybe.
The OEM license is indeed tied to the original motherboard, but they are often pretty lenient in allowing that to be reinstalled on different hardware.
Not 100%, though.
