for the cpu would the pentium g3258 be a big enough improvement to start upgrading the graphics card and other things?

G3258 is enough for some basic gaming. Namely for the Portal and TF2 and similar oldish games made before 2012 or so. + you can later upgrade it to i5 if needed since they use same socket.
G3258 + GTX 750 would be good enough upgrade for playing some old games.
And if you buy Intel H97 chipset motherboard, you can easily later upgrade to i5 4690 for HUGE performance increase.
And any higher performance gpu. So it leaves you some future upgradability.
