Computer won't shut down or restart - Monitor turns off, fans stay and motherboard lights stay on.

Hello,

This computer is a new build work computer, using a motherboard from an existing computer (MSI z87-g45) - the computer doesn't restart or shut down completely, the monitor will shut off but the motherboard lights and fans stay on, I have to manually shut it down by pressing the button. I have tried updating the BIOS for the motherboard, I fresh installed Windows 7 Professional so I have no clue what's going on. If anyone could help me it'd be much appreciated as this computer is for work it's becoming a bit of an annoyance!

Updated my computer to Windows 10 with the free upgrade, it seems to have fixed a lot of problems with adding email accounts to Outlook and reading my disc drive properly, weird! Alas, my computer still has the shutting down issue.

I've tried the first recommendation which is checking if their is a problem slowing my computer down during shut down, there is no reports according to my computer. I also tried disabling all Windows Services etc. and that didn't work either.

Currently de fragmenting my drive as it's 8% fragmented.

I'm confused on someone saying their sound card isn't compatible, compatible with what? Windows 7?

Well last night I had 284 updates to install on Windows, it being a fresh install and all, it was saying they were downloading at 0kb 0% complete, but when I restarted my computer it installed a load, and eventually shut down properly. I haven't tried restarting it again since last night as it would shut down properly but wouldn't restart, hoping that some of these Win 7 updates will fix whatever it is. Will post an update later once I have finally got all the updates installed.
