Trying to use a Dell power cord to charge something other than a computer

I have an RV application where 19Vdc power would be perfect, and I have an old Dell laptop cord that should supply just that. I have chopped off the end revealing a black, white and blue wire. I get my 19Vdc between the black and the white, and the blue would have gone to the center pin on laptop cord.

Here comes the issue. When I actually apply a load between the black and white wires the supply dies on me. I can remove the load and plug it back in and get 19V again. What I assume is happening is that the supply is looking to get some sort of signal back on the blue wire that it's not getting and then it disables itself.

Does anyone know what kind of return signal the supply is looking for? Is it possible to make this cable power anything other than a laptop?

I have also read that the center pin is just looking for a return voltage. I supplied the blue wire from my 12V (actually closer to 12.7V) positive bus and had the same results.
