Hard drive not being recognized?

I recently bought a PC with a Seagate ST1000DM003, after the seller wiped their data off the machine, the HDD stopped functioning. The hard drive is recognized in device manager and in the BIOS, but nothing else. The HDD isn't accessible through File Explorer or Disk Manager. I have an SSD in this computer as well, so I switched the SATA cables and the machine still booted to BIOS (Windows is on the SSD). What could the problem be, I would assume it's not something hardware related. My guess would be that somehow the hard drive as a whole was deleted from the system. Any ideas as to what the problem is and how I should fix it?

I assume you've tried using both different SATA and power cables right? Is the drive capacity recognized by BIOS?
In case it is, you can boot up Ubuntu(either a flash drive or a CD) and try to format the drive over there. After that, you can check whether it is recognized by Windows.

1.DID U TRY UNINSTALLING[ CHECK "DELETE THE DRIVER CHEK BOX"] AND REINSTALLING THE DRIVERS FROM DEVICE MANAGER?

2.UPDATED DRIVERS ?
