CPU coolers go by CPU not by and with the motherboard, only mounting can be for specific socket.
AMD CPU stock coolers are notoriously loud at full speed and only medicine is to go to an aftermarket 120mm CPU cooler.
Does your system boot properly apart from the loud fan noise?
Which CPU cooler are you using?
Have you made sure that your CPU fan is plugged into the correct socket on your motherboard? There should be a dedicated 4-pin for your CPU fan.
MSI 970 what? If you're using an AMD-FX processor, the noise won't go away on it's own. You're going to have to replace the stock cooler with an aftermarket cooler of good quality. If not, ignore my post.

It's the MSI 970 Gaming G motherboard; this isn't a stock cooler, just one I used from an old computer I had sitting in the back of my closet. Everything works fine and there's good temps, it's just my cooler sounds like a mini jet.
