am I getting less than what I am paying for in internet?

Recently whenever I try to play any games on my computer while my family is on Netflix on our x-box 360, I get extreme lag. For example whenever I play League of Legends, normally I have around 70 ping but with someone on Netflix, (or any video streaming actually) my ping rises anywhere from 200-1000. I have looked up and tried a lot of things and so far the best answer I can think of is my router is shot, even though it is fairly new. Now I am looking up to see if maybe our ISP cut our speed without us knowing.
I looked up what my internet speed is supposed to be on my computer, and it says it is supposed to be 100 Mbps. Then I went to speedtest.net and it said that my download speed is about 2.92 Mbps. I am pretty sure that the download speed is supposed to be a lot slower than what the internet speed, but I just can't figure out if I am getting cut down on speed, or if my router/ethernet cord are shot.
my ISP is Five Area, and I believe we are paying for the 1 meg DSL but I am not sure at all.
also, now whenever I try and watch videos, they seem to be faster than before. Whenever my family would be on Netflix, I couldn't watch twitch.tv at all, but now I can watch it at medium to high settings.
Let me know if I need to list more information or clear things up, sorry if my english isn't very good, I am tired.

Your internet speed is not 100Mbps. That is your internal network. You think you are paying for 1Mbps which is not really enough to even do Netflix. Certainly not enough to stream and game at the same time. You are getting 3Mbps which is about the bare minimum for Netflix. So more than you pay for. If you want better performance than upgrade.

How are you going to ask if you get what you pay for when you don't even know what you are paying for?

@unksol well I was kind of hoping that someone would maybe understand what I was saying or trying to say and help me understand. I am just the son trying to figure things out with my limited knowledge.
@USAFRet what do you mean by service? if you mean company it is Five Area. I believe we pay our ISP around $50-80 a month for DSL, don't really know much else. I am wired for my computer, but the x-box uses wifi

Also, in case I didn't state it in my first post, this my problems did not always happen. At first everything was fine and my family and I could watch Netflix and play games with any lag at all. Then several months ago the internet would randomly blink. Everything that required internet would disconnect for about 10-30 seconds. Then about a week ago the internet stopped blinking and started lagging instead, atleast when I am playing a game, not so much when I am watching videos.

You say you have 1 Mbps DSL service and what you describe sounds like 1 Mbps DSL service - fine for casual surfing of the internet and some video watching if nobody else is using the internet, but that's all it really can do.

From what you describe, I'd guess that you got an introductory package from your provider that ran out when your family didn't upgrade to a higher tier - your current issues more accurately describe what I would expect from 1 Mbps DSL service.

But really, without more information about what you actually have, it's very difficult to tell you if you guys are getting what you're paying for or not.

Well it seems I need to research more. I will try and talk to my providers and my mother again to see what service plan we have, and what the problem may be, although I am hoping it is just he router being broken and we just need a new one. Thank you all for doing your best to help me, I probably should've found more information in the first place.
