Upgrading from my old rig please help

I am currently using an old amd system
cpu: amd athlon 2 x2 240
ram: 4gb ddr2
vcard: amd radeon hd 6570 ddr3 2gb from sapphire
hdd: 1tb and 500gbs

question is i want to upgrade with a budget 12000php or $200 usd
i am currently living in philippines

i was thinking an amd a10 or a8 apu for dual graphics from my hd 6570
is it worth it then buying a strong gtx 950 i i had a budget

I do not recommend cpus A8 or A10, they are so bad procesing cpus, and dual graphics not represents a great difference, You can buy an Intel system, some Core i3 4130, one board B85 gigabyte, 2GB ddr3 ram, this is a better processor, and I recomend you buy the gtx 950, its supports DX12, and it is a better graphics option that dual graphics,

hi sir rafa woud i3 4170 would be a best solution iwas thinking a 4170 paired with 8gbs ddr3 and a cheap h81 mobo
pairing with a hd 6570 now can i play gta 5 with 1366x768 res with descent 30fps or somthing
planning to by gtx 950 later if i had a money

core i3 4170 is better option than i3 4130, because the CPU clock is higher, but I dont recomend you H81 boards, because it is low profile one, B85 are best boards, they are medium gama, its really better, 8gb ddr3 will be fine, i almost say will be enough for you, i see you have a 19" monitor, so you dont have to worry to get a higher video card, with the HD6570 you can play GTA 5
