Why can't I SLI my 2 MSI GTX 980's??

Hi everyone I am having an absolute nightmare trying to get SLI to work. I originally started out with 1 GTX 980 from MSI I then picked up a ZOTAC GTX 980 thinking it would work because of what nvidia says on there website

"Can I mix and match graphics cards from different manufacturers?
Using 180 or later graphics drivers, NVIDIA graphics cards from different manufacturers can be used together in an SLI configuration. For example, a GeForce XXXGT from manufacturer ABC can be matched with a GeForce XXXGT from manufacturer XYZ."

I could not get the two cards to work in sli so I asked the community and the response was the cards had to be the same manufacturer.

Now I have purchased a second GTX 980 from MSI installed both MSI cards with an SLI bridge I have 3 SLI bridges and have tried all 3. Still wont work. I uninstalled both cards reinstalled drivers rebooted still nothing. Both cards show up in nvidia control panel and hardware manager. In GPU-Z every single spec is identical on both cards except BIOS Version which from what I have found should not matter. If someone could help me figure out this problem I would be greatly appreciated? Thank you in advance
