It's not a "problem" a DVD-R is a write once media, once the folder is on there you can't change it unless you set the disk as a multi-session disk when you finalize it. Then what it does is allow you to burn a new set of data and hides the old set, but it still does not free the space. A DVD-R is like 10 cents to replace, just use a different disk.
