High CPU temps (i7-2600) and performance drops

Hello guys. So quite recently, I've got a new GPU (an MSI GTX 970 4G), and it's working well, but I've stumbled upon huge problems with my processor and PC in general. I have an Intel i7-2600 3.4Ghz Sandy Bridge, not overclocked, and my idle temps hit 60 celsius now.. I haven't replaced my thermal paste for 3 years, and I've done it recently, it dropped the degrees down by about 20 but now it's back again after a day... How do I know if I put the paste correctly? I couldn't acquire Artic Silver 5, is it a must for the best results? I get 40 fps instead of a likely stable 60 and my temps hit 95 when playing games like GTA V... GPU temp is 72 max, should I be worried? Perhaps I need a new case, or heatsink CPU fan? I'm using the stock one. The case has ok airflow but not very spacey. My PC was also built about 3 years ago, and I haven't changed anything apart from changing GPU and adding a new HDD.
My specs are:
Motherboard: Intel DP67DE
CPU: Intel i7-2600 3.4GHz
GPU: MSI GTX 970 4G
RAM: 2x4GB RAM (not certain what DDR, this shouldn't be the case, all was fine before)
OS: Windows 7 SP1

Right now as I'm writting this, it says my CPU is on 0 to 11% load with 50 celsius.. I have some software on, including Steam, AV and Razer Synapse, but that shouldn't be the case either. Thanks in advance for the help, I really need some help identifying the problem.
