Are refurbished CPUs bad?

You do not know the CPU's history, so you have no idea what you are getting. You might get a CPU recovered from a mildly used PC or you might get a chip that had the heck abused out of it.

Since CPU's are not repairable, I would assume it was probably bought and returned for some reason, or damaged box so they can't sell as new. They check if its working and box it back up and go. I used to work for a consumer electronics company that did the same. If a box was damaged and we reboxed, can't sell as new. That said CPU's are VERY sensitive so I would still be wary of it.
