I need 16GB RAM for my build and unsure what to get

As you can see, I have already purchased some of the components already. I plan on buying everything else here so I don't want to change that.

I need 16GBs of RAM, 2 x 8 GB cards. I'm really not too sure what RAM to go with.

I can tell you what aspects I'm looking for:

  • ■ DDR3-1600
    ■ 1.35V - 1.5V
    ■ Low CAS, preferably 9.
The H97M PRO4 will automatically bring any RAM higher than 1600MHz to 1600 so I'm guessing my best bet is to go with 1600 but I don't know for sure if that is always the case.

Any help would be appreciated, thank you.

At this time there's really now reason to go below 2133 as of late the price has been with single digits. Of course, all things being equal, lower CAS is better. Voltage is totally irrelevant oither than if you ahve achoice of 1.5 versus 1.6 at the same speed / timings, then obviously 1.5 is better. Despite millions of erroneous forum posts to the contrary, Intel has no problem with RAM voltages over 1.5 volts as you can see by their certified compatible RAM kit lists

Most of the 2*8GB memory kits on the memory compatibility list for your motherboard are no longer available. But by using pcpartpicker.com, and that list I finally found 3 kits that you can consider. The lower two are 1866 memory, and the middle one is actually the cheapest of the three. But it is also CL10. But the higher speed number should make up for the 1 higher CL.
