I hate my desktop

I'm literally pissed the hell off right now. I cannot run any games for Shiite on my computer. It's a $1300 supposed to be " gaming " machine. So far all it is is a P.O.S thats all it is. My specs: Amd fx-8350, Coolermaster hyper 212 evo, hyper x fury 8gb ram, msi 970 gaming mobo, msi r9 390 8G, tp link wireless adapter, corsair Rm650 power supply, and a nzxt phantom 410 case. I literally can't run any games smoothly, literally not one. All my games run at 30 or less frames and I can't even max them. And all of them are direct x 9 not even 11, i never get over heating problems. I'm about ready to throw it out my window. Please help me.

Yeah, I think KingDingDong is on to something. Your setup should have no problem with games at 1080p, you must have something <edited. watch the language> up going on. A properly functioning system with those components should do better. I suspect a software/installation issue, alternatively it *might* be a bad gpu. Probably software.

I don't see an SSD listed. An HDD will limit performance quite a bit but the symptom is that you will get high frame rates until time to load a new scene or during heavy action. Loading the OS and Game onto an SSD and things should improve drastically.
 
you will also want to list what games you tried playing at what resolutions and with what settings so that the others here can help you out. also, you may want to note if you have tried updating your graphics drivers at all.

having windows performance monitor running and letting us know your cpu usage (and per core usage) as well as gpu usage will help diagnose the issues.

any other programs you may have running which could be demanding (such as recording) should also be listed.

i will note that there generally is not a huge difference between loading a game from ssd vs hdd other than level loading times and perhaps a microstutter when in free-roam worlds and loading a new area. running off a ssd will give somewhat smoother performance however is not required.

a ssd will feel smoother in windows and boot times will be quite low.

I have ran payday 2 at max settings 1080p and my max frame was like 53 min was about 14 or something, I've played unturned at 1080p max settings and my max was 45 minimum 12, I've played borderlands 2 at 1080 and my max was 25 and min was 5, I've played war thunder at max settings and my max frame was 30, even minecraft I was getting 25 as my max at 1080p and my minimum was like 4. I'm pretty sure you guys get me. And my gpu was 100% utilized and my memory clock was maxed and my core clock was the same. Also with my cores.

I am going out on a limb here and suspect your windows installation is fubar. Do you have the ability to make a backup image if your system and trying a fresh install and seeing what performance you get?

oops,* didn't mean to pick as the solution *, but what do you mean when you say " software / installation issue. I've uninstalled the correct drivers and reinstalled them and i still get the same performance. Could it be that my windows isn't activated ( I didn't illegally download it, i got it in the free upgrade ) and its restricting performance?

If you had easy access to replacement parts you could start swapping out hardware and see if it improves but most people don't so the most logical course of action is to rule out a software problem. You have already reinstalled the drivers with no improvement. The windoWas registry could be corrupted, you could have malware/virus etc or a host of other problems that could take days to track down with no guarantee of results.

The fastest way is to make a backup and start with a clean install of Windows and your games. If there is no improvement then you know it is a hardware issue, if it improves you have your answer and can just keep reinstalling your software and restore your data from the backup. The process should only take a couple of hours.
