i want to be able to run a modem and router of off my PC i am building. Is there a special part that i would have to add to do so?

You could connect directly to the modem with a lan cable, and then install another NIC card that would be used to plug the router into and you could configure things in the way that I think you want to.
However, using the Pc as a modem, not that I'm aware of.
