PC Fans Spin but graphics card fans spin and stop every 2-3 seconds

So I have this pc for over 5 years and decided to upgrade some components. about a few weeks ago I bought a SAPPHIRE R9 380 and installed it on my motherboard, everything was working fine up until 3 days later of the installation my computer would turn on, all fans were spinning except the GPU's fans which were spinning for 2-3 seconds then stopped working for another 2-3 sec and then started spinning again repeating the same procedure.
I figured its probably my PSU (Thermaltake Purepower RX 600w) so I bought and installed a new one (CORSAIR VS SERIES VS650 - 650W) Computer started running fine again when after a week(today) it suddenly has the same problem. So before shipping my graphics card for a replacement I wanted to ask if anyone has had the same problem and hopefully has a solution for me.

Some of my specs:
Motherboard: MSI x58 Pro-e
CPU: i7-920 2.66Ghz
Ram: 2 x HyperX Savage 8 GB (2 x 4 GB) 1600MHz DDR3
Graphics Card: Sapphire R9 380
Current PSU: CORSAIR VS SERIES VS650 - 650W
Previews PSU: Thermaltake Purepower RX 600w

1st Reason - Your graphic card might have a technology which automatically stops spinning its fans when under light load. This could show patterns of shutting down its fans then turning it on again. (my GTX 960 does this when playing games.)
2nd Reason - Most likely the Graphics card has a faulty fan controller which means the graphics card needs to have a new fan or just RMA the card.

Solutions:
- Try using only 1 ram stick like what sergeant_Sneaky said.
- If you don't have the newest AMD drivers, install them. This might help.
- If you had any NVIDIA cards previously, Uninstall the drivers.
- Try using other PCI-E lanes in your board and see if it shows a different behaviour.
- Check if power pins are connected properly.

I tried everything it looks like it has to do with the motherboard, i changed my ram to my old ones and it was still the same (also used one stick), then i removed my new graphics card and input the old one and the old graphics card started doing the same thing spinning for around 7-8 seconds and then my motherboard would turn off and on again. I got a friends pc yesterday and installed my new graphics card on it and it was working fine which means it must be the motherboard maybe not giving enough power to my hardware or something else. And finally today for some random reason i turned on my pc and it booted normally..

I tried the one stick ram and still didn't change anything.
About the intelligent fan control it has one - but usually the fans stay off until I open a GPU hungry application
The pc doesn't even boot so I couldn't try the other options

I have narrowed it down to the motherboard being faulty,
- Changed to an old ram stick i had - Same Problem
- Changed to my old graphics card - It would react the same (Fan would spin at max rpm for 7-8 seconds then stop for 3-5 seconds)
- Tried my graphics card on a new computer its working fine will keep testing on it just in case the problem appears on the other pc as well.

My pc booted normally this morning with no errors, i have tried shutting it down 4-5 times and it looks like its working fine. Although it does work for now I have ordered a new motherboard and CPU seeing that its a motherboard issue.

Nothing else I could think of, Maybe it is after all your motherboard. Power supply, Enough wattage and has been changed, RAM has been switched and nothing..So it is the motherboard I believe, But did you try it on the other PCI-E lane? it might be one of the PCIE lanes malfunctioning. if not that then it is the power delivery of the motherboard.

Ok so it all started when I decided to move the pc to the living room to get a better conection. But the hdmi was giving out 120v because the TV was plugged into an outlet with the polarity reversed. So the hdmi sparked with the gpu when I tried plugging it in the pc. I eventually managed to get the hdmi in and the pc ran fine and I was getting a solid display but the gpu fans keep starting and stopping causing the gpu to get too hot. So I echanged the gpu with a brand new gpu of the same kind and I'm still having the same problem. I checked the 2×6 connecters and they all read normal (12v dc) my pc is grounded btw. I also moved it to other pcie slots and that didn't help. I have a 750watt corsair psu so lack of power may not be the problem. And once again everything in my pc works fine except for the gpu fans.

Hi, did you solve this problem somehow? I bought Gigabyte R9 380x just now and have pretty much the same problem, fans goes on and off even during no activity on the computer

I figured out that the r9 380 turns it's fans completely on when it reaches somewhere around 70 to 80 degrees Celsius. (They turn off and on until that point.) Imo that temp is too high so I installed MSI afterburner program to control my fan speeds and at what point they turn on. I highly suggest you do the same and if you cant get the fans to come on using MSI afterburner then you may have a hardware issue.

thats really strange, fans switching on and off regularly in 5 second intervals, no matter what temperature GPU has, tested it in different conditions. Anyway thanks for the response

Did you download MSI afterburner? Do that and set the fans to come on at 30°c. If it doesn't work then it may be a hardware/driver issue. Because by default my fans are very spotty.

 

Do the fans work if you set the fan speed manually in afterburner? Mine work when I do that but pulse on and off if I leave them on any kind of auto. As long as it doesn't get worse I'm okay with it.

MSI afterburner works miracles you gain everything and lose nothing. You can set them to auto or you can have them running at a constant speed. (Auto is better) I have mine come on at 30°c because Im not comfortable with my gpu hitting anything over 70°c. But i had the same issue you were having and MSI fixed it right away.

maybe its just me being completely naive to think fans will not make a sound when temperature on GPU is 50°C on auto mode. Anyway when I downloaded Afterburner and setup it manually, the noise is in comparision with auto-mode brutal :D so I think the fan switching on and off (very quiet, very very much, im just not used to it as I didnt have any graphic card inside because it was pc for work only) is just normal thing for these types of cards on auto-mode, just like Sergeant says?

Edit: omg, good job me. Obv auto-mode is setup to 30% Fan Speed in temperatures around 50°C. So it is switching on and off, becuase my GPU temperature is around 50°C, simple as that. sry guys

From my past experience with the default auto fan mode my fans would start and stop repetitively and only sometimes would actually start spinning at 75°C the other times the fano would keep starting and stopping without actually kicking in and my gpu would reach dangerous temps of 120°c lol. But it all comes down to user preference.
