Windows Disk Management: Does taking a disk 'offline' power it off?

BIOS is set to Hot Plug enabled. If i set a disk to 'offline' in Disk Management, does it spin down only or does it power off from psu?

Similarly does a 5.25" hot swap rack without a power off switch spin down the drive automatically after I 'safely remove'?

When you safley remove something is just writing to the hard drive as otherwise you lose the directory of what is on there.

Depending on your hard drive as WD Green spin down automatically after 5 to 10 mins of non use other will spin constant untill power down.
