Computer randomly shut off, wouldn't turn on for about 10 minutes. Failing PSU?

Attempting to power it up would cause the blue lights inside the case to turn blue for a moment then turn off again, my GPU light was still on inside the computer it just would not power up. Is a failing PSU the cause of this? Its on now but not sure how long it will last for.

I am running a gtx 670, 10gb of ram a 7200 RPM hard drive, I have 3 sticks of ram 4x2 2x1 and only one GPU :)

I was actually playing a very demanding game called "the witcher 3" when it happened, although I have a ton of time in the game and have never experienced overheating before, is there a reliable program for measuring system temps you could recommend?

And to add an extra tidbit of information, we have been having alot of power outtages around here since everybody is using their AC, usually 2 times a day, I would imagine this could stress the PSU
