Is this a GPU or PSU failure? Or is there another reason (motherboard)?

Hello, around 3 weeks ago my Gigabyte GTX 780 WindForce OC 3 GB card died (Random dots/lines all over the screen in BIOS/Loading Screen:

After reading up on Forums and testing with my old GTX 275 (Which worked perfectly fine) I've figured out that my GPU is dead, my friend gave me a new MSI GTX 970 GAMING 4G card, I've used it for a while and it worked fine until last monday, while playing ARK: Survival Evolved game I got a "Display driver stopped responding and has recovered" error, it is a known issue in this game as it is an early access game so I didn't make much out of it but since then I wasn't able to launch it.
2 days ago I noticed white dots while playing Counter-Strike:GO, once I join a match after few seconds the game sort of crashes, I get alt-tabbed to the desktop but I can still hear the game and blindly interact with it. Those dots look completely different than the lines on the attached screenshot and they only appear in games (BIOS/Desktop are fine)
I have followed these steps https://support.microsoft.com/en-us/kb/2665946 when I tried to fix this issue but it did not help.

I don't want to completely lose another card so I've removed it from my PC for now and I'm working on the Intel HD graphics.

So far I've tried:
- connecting different screens with different cables (HDMI/...) but it did not change anything.
- Reinstalling Nvidia display drivers using DDU software (Tried latest and older versions of drivers)
- Switched GTX 780 with GTX 275 and switched to integrated Intel HD Graphics, worked fine in both cases.
- Reinstalled Windows 10, switched to Windows 8.1
- Updated all drivers to their latest versions.
- Checked if all cables are connected correctly.

I don't have an access to another PSU with similar power output so I can't check it like that.
I think it is PSU's fault because GTX 780 requires more power and it completely doesn't work, GTX 970 requires less power and it works fine on desktop but fails in games, GTX 275 requires much less power and it works completely fine.
I don't know much about this so this is just my probably stupid suggestion.

CPU: Intel® Core™ i7-4770K Processor (8M Cache, up to 3.90 GHz)
Motherboard: MSI Z87-G45 GAMING
RAM: G.SKILL TridentX Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 2400
SSD: Samsung SSD 840 Series 120GB
HDD: Seagate Desktop HDD 1TB ST1000DM003 (Barracuda)
Operating System: Windows 8.1/10

Maybe there is someone who had similar issues and knows how to fix this or knows what is the cause of it.

I will try to do that when I have a chance, I should be able to do it next week. I didn't do it because I just assumed that the card is 100% the issue but it is just weird that there are also problems with 970.
