GTX 960 or GTX 970

I am going to buy either one....

GTX 960, 1113rm (259$)

Amongst the two choices the gtx960 actually has a higher base clock and boost clock, since it is modified by the manufacturers. The gtx970 on the other hand is propably the simpliest of all the gtx970s and it is made by leadtek which is not much big of a company. So is this 970 still significantly more powerful than the 960 even with lower clock speeds?
The leadtek 970 is likely to be more noisy but i am fine with that.

And plus the games that i mostly intend to play with this is Fallout 4, Witcher 3, GTA 5 and the upcoming DOOM.

Which one should i buy then?

My current specs are

i5 3570k
16gb corshair RAM
gtx 660ti

 
You mean the difference between the 970 you are looking at and other 970s on the market, and not the 960's clock, right? Well obviously the higher the clock the higher the performance, so a card with a higher base clock should be better than a low one. However they are all using the same GPU made by NVidia, so if you were to overclock to similar speeds the performance difference should be minimal.
