So I was looking at the MSI X99A XPOWER AC LGA 2011-v3 Intel X-99 Sata motherboard and that board is made for overclocking and what I know from overclocking is it boosts performance, so would that be better for gaming, worse for gaming or no difference?

You can OC with any X99 mobo 
ANd OCing can improve gaming, yes, particularly with games that are CPU intensive. I'd look to mobos from Asus, GigaByte or ASRock though, won't build on MSI due to their poor Quality Control (QC)

I prefer MSI but ill look into those, also If I get over clocking gpus like the MSI GeForce GTX 980 Ti GTX 980Ti LIGHTNING 6GB 384-Bit GDDR5 would that be better that the geforce gtx 980ti 6g 6gb gaming edition in gaming?

On the 980 TIs one will probably have a higher pre-OC than the other, but as far as what each can do, it depends on the individual GPU chip they have, you could get ten identical 980TI graphics cards and all will prob top out with a different high end OC on them. A custom cooling solution on a given card will generally improve your OC capabilities over a stock reference design nVidia card

The 980TI has a core clock of 1000 with the boost at 1075, most of the cards come with a Pre-OC, i.e. the Asus Strix Gaming comes with the core pre OCed to 1216/boost 1317 and a Gaming mode of 1190/boost 1291, the MSI lightening has a pre OC of 1203/boost 1304. Many of the manufacturers offer a variety of Pre-OCs (and the price point reflects it )

okay okay, so the over clocking would do slightly better than the gaming gpu out of the box?
