So my question is that is it fine to use a 40% ethyl alcohol solution in cleaning the thick dust inside my PC?

I have been using 70% ethyl alcohol solution for a while now and it's quite nicely working but I ended up having acquired a 40% solution instead of a 70% before even realizing it firsthand.

I'm kind of worried because it has less alcohol all in all so I'd like to know if it wouldn't cause any problems if I use this for cleaning instead of my usual 70.

Solution
I recommend 70%+ isopropyl, however ethyl can be used in place of it (iso is derived from wood, ethyl is derived from grains)
Give that, 40% is a bit low for my taste, as it would evaporate slowly, but it should still be "safe" to use so long as you let it dry long enough.

Thank you very much both of you for your answers! I'd really prefer using air base solutions to clean up the dust but apparently it is not widely available in my vicinity/country so this is just as much that I could do for cleaning. Oh and my bad on the ethyl part as I do have the 40% isopropyl alcohol and not ethyl xD
I will however, try to find a 90% solution if its available in nearby pharmacies.
