i think the power input is 250 watt. is there any way to increase the power supply and the pci version is 1.1 and it support upto 2.1 pci-e graphic cards but the card suggested by you is 3.0 pci-e

Only by replacing the entire power supply. This system is nearly obsolete my friend. I really would recommend holding on a little longer and saving some cash for a new system - possibly building your own (it's actually pretty easy, always cheaper, and you'll find free help here.)

What are you using the computer for? Why the desire for a graphics card?

i am developing interest in action games so i planned to upgrade my pc. will the whole motherboard change will do the thing.if yes can u suggest me the good replacement for the obsolete motherboard

Well, replacing the motherboard would also mean a new processor and new RAM. Then a video card for gaming, a power supply to power it all and you're over halfway to a complete system. If you're willing to swap out a motherboard, you should be comfortable building a new one.
