i am fairly certain i want to buy the EVGA NVIDIA GeForce GTX 980 Ti ACX 2.0+ 6GB however it may not go with my CPU: AMD FX-8350 If they can work together without bottle necking what Power supply would i need to power them?

Games that do not utilize multiple cores will be bottlenecked by the 8350. It's single core/ two core speed is severely disadvantaged compared to a more robust i5 or i7 3xxx/4xxx series processor. If the game can take advantage of multiple physical cores, the performance will likely be fine with a minor bottleneck possible.

What resolution do you play at? Bottlenecking issues will be more obvious/prevalent at 1080p compared to 1440p or higher.

A 980 Ti is overkill for a 1080p 60Hz monitor. Something like a 290X is much more appropriate for 1080p gaming. A 980 Ti at 1080p with your 8350 would be a waste of cash. For ~$600, you could upgrade your entire rig to even out your build for less than the 980 Ti. Consider a 290X. It is perfect for 1080p gaming. With an overclock, it will outperform 970, 980, 390x at stock speeds.

If you would like to provide me with the budget you would like to spend total on upgrades, I can suggest a good upgrade list for you.

If you want to. I don't think it would be in your interest, financially, to buy a 980 Ti and monitor without first upgrading your CPU.
