Best bang for the buck in my current system?

I was having some issues with my computer randomly restarting on me, no BSOD, no error codes just the video would go out while the sound kept going for a min or so longer then everything would shut off and 7 times out of 10 bring up the Windows wasnt properly shut down screen. The other 3 times it would restart but with no video and I would have to open it up and pull the video card (GTX 670) power and plug it back in to get it to come back.

I figure the issue is either in the PSU or the video card, when running on the onboard graphics (intel CPU) I have no issues so I have ordered a XFX TS pro650 PSU to replace the old Corsair CX series one (It was within my price-point and is made by seasonic) and now am looking at replacement video cards, I use this system for gaming but it is also what i use for work so must be reliable, my pricepoint for a GPU is ~330 so I am looking at the R9 390 and the GTX 970. So with my current components (see below) which card will work out best for me?

CPU - i5 4690K (not currently OC'd but may be in the future)
MB - Gigabyte Z97 Gaming 3
Ram - 16GB Vengeance
HDD - 2x 500GB SATA 7200
PSU - XFX TS pro650W
Monitor- 1x Asus 24" 1080p 1x Dell 20" 720p

The issue is most definitely your GPU. I like the way you are going with a 970, it will work well with your system and play most games on ultra without being 500$. NVIDIA cards are simply better quality than AMD cards. Not that the AMD card won't work well with your system, I feel as if the NVIDIA card will just simply be a better choice in the long run. In my 5 years of gaming, I have only owned 1 NVIDIA card.

I do plan on visiting my display situation soon however I am not sure if i should move to 1440p, with my job I need as much screen space as i can get, the 2 displays I have just cant fit all the windows that I need open currently, size is a limit however as I can only have enough space for up to 2 displays at 24" so I was considering replacing the 20" with another 24"

I agree that NVIDIA cards have been better than AMD in the past (better driver support/faster updates) and NVIDIA has a good track record for me, the GTX 670 that is failing on me now was bought when Gigabyte first released its 670 windforce overclocked model, so its given me many years of excellent performance.
