Hello! I'm looking for the best PC build for gaming and work. I still haven't decided what size monitor (it will be 4K res) I want so I'm looking only for a configuration for about 4500 eur. I'm from Bulgaria so please suggest stores which deliver here.

I'd like to run GTA V on max details 4K/60fps. Oculus rift too (shouldn't be a problem). Switching between a hundred tabs in Chrome should be slick too. Also using sandboxie with 20 isolated Chromes each with a few tabs.

I really prefer: Intel, Nvidia, Kingston and well known brands for the other components. 64 GB RAM DDR4.

Solution

1: cheaper
1.5: which means better price to performance ratio
2: overally better cooling
3: higher overclocking capability
3.5 which results in higher performance

Edit: EVGA GeForce GTX 980 Ti 6GB K|NGP|N ACX 2.0+ is also good choice instead of the Zotac AMP!. Zotac just is slightly cheaper and higher out-of-the-box clocks.
Well, I have no idea about the stores, but here's a rough draft of what you could get:

i7 5960x
any great high-performance air cooler
X99 motherboard with as good SLI capability as you can find
DDR4 2800Mhz
2x GTX 980TI. For example, the new Asus ROG Matrix GTX 980Ti Platinum which is a beast out of the box and will overclock even further.
Tier 1 Platinum or Gold 850-950W PSU from here: http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

Sorry that I can't provide any better information of prices and stores.
But couldn't find any pages which I would understand something out of.

So PCPartPicker don't have a bulgarian option, so I did it in German to get Euros, but fi you go to Amazon then you should be able to get it all.
I left spare money for a monitor, an extra graphics card or an upgrade tp the 5960X

Get 980Ti instead of Titan X.

1600W PSU is overkill.
You will only need maximum 1200W.

Get an PCI-E SSD instead if you are going that much overboard.
