what cables sleeves should i get

I need recommendations for a cables sleeves: video card and 24 pin(power cable) preferably red and black . I don't need a kit they are expensive.

i have a maximus 8 mother board and msi r9 390 8gb video card.

What you picked it just for the pcie. You would need to know what cables you need for your GPU. From the looks of it, you would want 2x the 6+2 which would be about 32$ (16$ each) to customize your own. You would then also need to get the 24pin which rounded is 25$ to customize. These would also be full length cables and not extensions.

If you just want the pretty look to be seen through the side of your case and your cables are otherwise hidden below a shroud and/or behind the case, I would suggest extensions. The 24 pin is roughly 16$ and the pcie cables are about 20$ (10$ each).

I would suggest you look to get some cables/extensions from Icemodz. They have some premade options as well as custom work. Free shipping to the states and the quality is amazing. I have extensions in my build (pcpartpicker link below with pictures) and I'm more than satisfied with how they came out. They were made and shipped within 3 days of placing my order and about a week and change for them to arrive, so within 2 weeks I had them (again, I did custom). Prices are good and the quality is above what I've seen some local PC stores try to carry. Ask them questions if you have any, their support was great too!

It's 43$ and would be an extension for every cable that would be exposed. A case design similar to that hides that they are normal cables with extensions on them, but saved me money in the long run.
