ASRock Z44 Extreme 4 - Powers on for a few seconds only

In early 2013, I built a PC with the following specs:

ASRock Z44 Extreme 4
Intel i5 3570
2x16 MB of RAM
Radeon HD 7850

A few weeks ago, I heard a loud pop and smelled burning, and I realized the power supply popped and was bad. I replaced it with a 750 watt unit, but I wasn't getting any power to the motherboard at all. It wouldn't POST, no beeps, no fans, etc.

I ordered the exact same ASRock motherboard. I got that today, and I still can't get the PC to boot. I have tried removing GPU and memory. Every time I boot the computer regardless of what components are installed it does the same thing; powers on for a few seconds and then shuts down. There is a single short beep. The CPU and power supply fans spin for those few seconds, but if the GPU is installed, its fans do not spin.

Also, Dr. Debug is not showing any code.

I'm not sure what to try next or what component(s) may also need to be replaced.
