Installed new fans now computer boots wierd.

Solution
Depends on where you connected the two new fans too.

If you connected them to the fan pin headers of the motherboard, the listed ones for cpu fan, and chassis fans.
What the motherboard is likely doing as part of a bios test is check if the fans are spinning.

Checking the maximum, and minimum rpm of each fan for PWM controlling via the motherboards bios also.

Probably setting a fan curve table in the bios for each fan connected to the motherboard via the provided fan headers on the motherboard its self.

If you have software that you can install in windows to control them that you normally get provided on the motherboard cd/dvd drivers and software disk.
Due to the new and extra fans, it why the motherboard now does what it does for...

Awesome! I assumed it had something to do with me plugging it in the cpu fan spot . I think I have a free spot on my fan controller which should fix the issue.
