Newegg, Amazon, TigerDirect, Microcenter.

Anything much cheaper than those is not valid or secure.

I've bought windows validation keys from Ebay. They're hit or miss, but they are cheap, and I never ended up paying for any that didn't work. Those that work, still work, to this day. Several being almost 2 years old. Keep in mind, my purchases were for win7 ultimate.
When I say cheaper, I mean a lot cheaper. I had one work that was like 45 bucks.

For various values of "valid".

Routinely here, we see someone who has bought similar, and then it unactivates itself.

Just because they work doesn't mean they are valid. Most ebay stuff is illegally obtained (mined, scammed, volume license. etc), and should never even be considered.

Newegg has specials on windows all the time, right now they have Windows 7 sp1 Pro for about $100, sometimes you see home editions of 7 and 8 for ~$70. Since you are going to upgrade anyway, you can get 7 or 8.

what I've heard is the codes sold on ebay are usually from OEM systems that are old and unsold, and sometimes they're from IT departments with extras, sometimes they work and sometimes they don't. I've never had one unactivate. I would agree with anyone who says they're a crapshoot, but whether they should never be considered an option isn't something I'm agreeing with. I work damn hard for my money and I don't like giving it away, I'm always going to seek the best deal I can. BTW, I'm not implying you chaps don't, merely that there's a difference of opinion on this.

(Most) IT departments buy volume license keys and a certain number of seats (makes deployment easier), they CANNOT resell those keys/seats (a few might have extra keys, but almost always it's used OEM ones that can't be reused). Similarly, once an OEM puts a key on a computer, it's legally invalidated for any other systems. Again, just because the keys work doesn't mean they are legal, and any key that does not have accompanying install media (with hologram) or is from an authorized reseller should never be considered a proper key. That's not an opinion, that's the only way to prevent a legal liability waiting to happen .

Purchasing the OS is just as much a part of building a PC as is purchasing the RAM, CPU, motherboard, whatever.

If you saw 16GB RAM (2 x 8GB) advertised as 'new' for $30, or a current gen i5 CPU for $50, you'd be suspicious. And rightly so.
Same with a Windows OS for $30.

It costs what it costs.
