time for another system build!

i posted awhile ago i was building a pc in september,things didn't work out as planned but here i am a month late,better late then never.
I'm currently running a dinosaur,q9400 r7250 4gb ddr2 and two 320gb hdds with a 1360x768 monitor.Its been alright to me besides some psu issues(its a codegen :/ ) HOWEVER the only modern game i can run is gtav.
So anyways i know a lot of guys like to do this and seeing how far behind i am you can imagine how confused i am about which socket/cpu is best for me so i'll let someone else pick for me!
here are my parameters:
-i'd like a 600,700,800,900$ builds
-a new monitor would be great but isn't required as i can always buy a second hand 1080p later on locally(lots around)
-keyboard/mouse not needed
-no need for an ssd,all my games are on steam so id rather space over speed
-os is optional,and if you do include it use windows 7 please,i hate win8/10 currently and have no interest in it
-overclocking is not required,i have limited experience with it and don't want to risk breaking my brand new pc after being stuck in 2008 for so long
-everything else is free range EXCEPT i don't really want an amd build unless theres proof it will hold up over the next few years.
-1080p gaming with decent settings is the goal here,nothing else straight gaming pc so even xeon's are an option if you see fit!!

also for reference,the games im interested in are gtav on better settings,witcher 2/3,the upcoming need for speed,project cars and it would be great to be able to actually play dying light(its so bad on my current hardware it stutters and freezes for 5 seconds everytime i turn)and similar/upcoming games! thanks guys
