H1Z1 - Is AMD Radeon HD 7850 throttled by my system specs?

My current system specs are
FX 8320 Octa Core
XFX DD Radeon 7850 2GB 256 Bit
8Gb G. Skill X1 @ 1866 DDR 3
Micro ATX 960GC-GS FX
Coolmax M-500B ATX12V 500w
Western Digital Blue WD6400AAKS 640GB 7200 RPM

I follow a lot of streamers and always check out their specs and find that they usually either have builds close in terms how effective they are in the games they play/stream but i find that in H1Z1 i get frame drops usually around towns and yes iv'e lowered my settings to the lowest possible as well as editing the useroptions file. I'm interested in being able to stream with these specs, is it possible?


I recently purchased these parts and they will be arriving via mail soon

GIGABYTE GA-970A-UD3P Motherboard
G.SKILL Ripjaws X Series 16GB (2 x 8GB)
Thermaltake SMART Series SP-750PCBUS 750W Bronze Certified
Kingston SSDNow V300 Series 2.5" 120GB SATA.
 
In general, if you drop video settings and get the same issues with games, the culprit is the CPU.

Why did you get the parts you did? If the system is running fine outside of the speed issued, the power supply won't do anything for you, and going from 8 to 16 GB RAM is also a bit marginal for gaming. Motherboard would be OK if you are planning to overclock the CPU but then you may also want a good cooler which you did not list in the parts you got.

When you say my CPU is the culprit would you mean it's faulty or just that i need to clock up a bit? My usage while playing is usually actually no more then 30-40% and that's with skype and probably spotify on as well.

Update: Checked out my CPU and GPU load while running h1 and while my cpu is as i said on average 35%, My gpu load is anywhere between 81% and 92%.
