Can I run GTA 5 decently, and if so, what resolution should I run it at?

I'm new to PC gaming and My current system is:
Intel i5-4690
8gb RAM
GTX 960 2gb

I wanted to run GTA on maximum settings if possible, and I was wondering if with my current build, getting a second 960 would be worth the cost. Other games I plan on trying are Arma 3 and Fallout 4.

You can run it 1080p max settings fine, but no MSAA

No, don't get 2nd GTX960, it would be wiser to sell your current 960 and get a new GTX970.
A single card will give you less problem, less heat, less noise and more future proof.
What about your PSU?

a 960 is pretty good and can easily play most of advanced games in 1080p
