BIOS and Display Won't Launch

Hey everyone, so I recently dove into building my own PC and thought I was doing a great job until I was finished. My new RIG now won't load the BIOS screen or anything on my display for that matter. The fans run, lights are flashing and my PSU and one of my graphcs cards light up and use it's fans as well. I've gone through multiple checklists (some even from this site) and I haven't found a solution. I've checked the PSU, CPU, GPU and etc. and I still can't figure it out. I have also tried a different graphics card and changed to location of my Ram as well as running in Dual and Single BIOS mode. One thing I did notice however is that my GTX 970's fans will turn on slightly and then off again ever five seconds (not sure if this is relevant). If anyone could help I would be very thankful! Here are my specs:
