Building your own computer is easy. Building it takes 2-3 hours, and installing windows takes about 30mins to 45mins, and after that downloading and installing drivers takes another 30-45 mins. After all that, have it download windows updates at night, it may take a 2-4 passes to get them all.

Protip for installing drivers safely, install them one at a time and restart the computer after each install to avoid breaking the OS, which can happen if you try to install them all at once.

 
Solution
You are looking at buying a GTX 750 Ti.

I have a GTX 770. On ultra settings, and not in raids where I have 25-30 other players on the screen with me, I get roughly 90-100 FPS. My monitor can only display 60 FPS, so I turned Vsync on so the video card would only draw the frames that can actually be displayed (60).

On that system you are looking to build, your CPU is weaker than mine. And the video card you want to buy is 2 levels below what I have. Will you get 60 FPS. Probably, and if you do not, lowering the settings to High instead of Ultra most surely will get you there.

cause I was also thinking of grabbing fallout 4 but mainly just LoL and WoW
