No network but connected and access to steam friends *SOLVED*

My internet connection keeps dropping every few hours but it still says im connected, sometimes it drops completely out though and say my ethernet cable is unplugged which it isnt and should work fine. Anyway when i troubleshoot the problem it says "The DNS server isnt responding" i checked the ipconfig /all command in the command prompt and it shows that i have a DNS ip and all that. But what is very weird is that i have no connection when using any browser or steam store but i can see and chat with my friends on steam. Also im using an ethernet cable since i dont have a wireless network card in my pc and i also have fine internet on my phone while using wi-fi.

Solution: Going into Network Connection and properties on your connection and TCP/IPv4 properties and manually setting the DNS to use an adress that you type in "Use the following DNS server adress:
Preferred DNS server. 208.67.222.222
Alternate DNS server: 208.67.220.220

Now I actually did this to begin with but did what nobody who works with IT should do. I wrote 208.67.222.222 in both places and got an error message, but without reading it and giving up I closed it immediately. It told me that there cannot be two of the same DNS server IP's funny enough, so rip 4 hours of offline gaming that could have went online FeelsBadMan
 
Solution
It may be your router dropping out

What DNS are you using? It may just be that your DNS server is going out - and steam and chat may not depend on DNS - or you may have those IP's cached locally.
Could be your computer's network card, the cable itself, the port on the router, or the router's lan board itself.

You can test a different Ethernet cable in a differet router port to see if that changes anything.
Otherwise it is your PC nic card or your router.
If you have a separate router and modem you can plug PC direct into modem (and reboot modem). If this works it is the router, if it does not work it is the PC.
If your router is a router/modem combo then you will either need to test your desktop some place else, or have a friend bring over a laptop to test on your etherent port of router.
