I'm building a new PC soon using the i5-6600k from the new Skylake platform. I have most of the parts planned out already.

CPU: i5-6600k
Motherboard: ASUS Z170-A LGA 1151 ATX Motherboard
RAM: Crucial Ballistix Sport 16GB (4 x 4GB) DDR4-2400 Memory
Case: Corsair 450D Mid Tower (165mm Heat-sink overhead)

My budget for the CPU cooler is at max $75, that includes the aftermarket air cooler itself, and whatever aftermarket fans to add to it.

Things I need from this is only performance and value, I have several loud fans already in constant use in my room so any noise from the computer doesn't affect me. I also should add that I will probably not overclock the CPU for now, but probably will later down the road.

I also want to make sure that I'll be able to use all of my RAM slots (It doesn't matter if I have to install the RAM before the cooler to make it work), with the cooler and its fans in a push-pull configuration, and that the cooler doesn't affect any of the fan mounts, as I want to install three Corsair AF120 fans on top and on another AF120 on the rear.

If I can get the heat-sink and the fans (or if there are aftermarket fans) to match my build's black and white theme, so any white, silver, black, and grey heat-sinks would be preferred.

The Heat-sink that I was going to choose was the Cooler Master Hyper 212 EVO with two Artic F12 PWM PST fans to replace the apparently sub-par fans the Hyper 212 EVO comes with. but I want to make sure there wasn't a heat-sink and a pair of fans I was missing.

Any help is greatly wanted and appreciated! Thanks in advance!

Solution
Look at the Hyper 212 EVO or the Cryorig H7, both very good and about $35, also they have adjustable fan heights so DRAM isn't a problem. And speaking of DRAM, ought to go 2x8GB instead of 4x4GB for ever so slightly better performance and less stress on the MC (memory controller)
