Mobo, PSU, case, fans, none of them came with screws? Huh

You can look around your house for some screws. You can also probably pick up small ones at a local hardware store that'll work. The fans are made of soft-ish plastic so anything close to the same size should fit. All else fails, most places like newegg sell them too: http://www.newegg.com/Product/Product.aspx?Item=N82E16811998099&nm_mc=KNC-GoogleAdwords-PC&cm_mmc=KNC-GoogleAdwords-PC-_-pla-_-Case+Accessories-_-N82E16811998099&gclid=CNKJtdGX2sgCFQkuaQodqe0DkA&gclsrc=aw.ds

It's probably pretty easy to find/buy new screws for that purpose, though I've never tried the rubber anti vibration mounts before. Would think the fan would be louder than any vibration that is occurring but I'm not sure.

Cheap fans are a major cause of noise, depending on how many and how loud. The rubber anti-vibration stops the transfer of vibration to the case, especially when using variable speed control.

Sometimes you'll get a fan that is fine at all speeds except a certain range and it hits a naturally occurring spin rate that accentuates its balance, or lack of balance. If you're really unlucky, you can hit a resonance frequency that reacts negatively with components or cases and a case makes a very efficient speaker box to amplify it. It is somewhat rare because you generally use better fans once you are in that stage of computer.
