VGA to DVI-I connector isn't working. Help...

You're far from the first person to have this problem, but I've not read a definitive answer as to why some don't work. It's possible your graphics card wasn't designed to output analogue over the DVI, so the adaptor can't work.

My 560Ti's were capable of outputting a VGA signal so it's unlikely to be a design issue, are you sure that you have the adapter plugged into the correct port?

Yes but as I have seen cards with two DVI-I ports but only one of them being a DVI-I port I thought I'd ask.

On cards that I have seen, one DVI port is DVI-I, and the other is DVI-D. The adapter doesn't fit on the DVI-D port.
High end cards from AMD usually don't have an analog output.
For example, the 290X does not have a DVI-I connector, both are DVI-D. However, the 270X does have one DVI-I connector.
