Lag in all games.

I've been having lag spikes in all games for a while now. I have asked the forum before and they told me that my graphics card wasn't the best (GTX 750ti) so I upgraded to the R9 390. I have seen so many reviews and have seen lots of videos and this card should be able to run games with minimal or no lag. However I am still getting lag in GTA 5, battlefield 4, Depth and even Counter Strike: Global Offensive. CS:GO runs at very high FPS but then suddenly drops to around 20 FPS. WHAT IS HAPPENING TO MY PC??!! I have upgraded my PSU to a 750w Corsair CX. Recently I found that my motherboard and CPU wern't compatible, they have the same socket but they wern't meant to be together. Also could it be that I am on a 1680x1050 (16:10) monitor. Please Help!!!

SPECS:
Windows 8.1
CPU: AMD FX-9370
GPU: AMD R9 390
MB: Asrock 990FX Extreme3
PSU: CX Series™ Modular CX750M ATX
RAM: 1 Stick Corsair Vengeance 8GB

im guessing your using a hdd and not an ssd?

storage is the biggest bottleneck now on modern hardware a hdd has say 5000iops but an ssd usually has 70000+ and some pcie ssd's have over 1,000,000 iops now at the very high end

we are talking GBps read/write here

a standard ssd over ahci will only give you 500MBps though

what case and cooling have you got?

if could be your cpu is throttling from heat

I've got an ssd and a hdd, gta 5 is on my HDD because it is such a big game, but when its not having a lag spike it runs extremely well, its not constant underlying lag, so I am not sure if that is the issue.

My case is a Fractal define R4 and I've got a Be Quiet Shadow Rock 2 CPU Cooler

Please Help soon!

I changed my PSU thinking it was the issue but it didn't change in any way, but that was from a 450w to a 750w and it didn't change that much, could it still be the issue?? Or is the fact that my CPU and MB aren't completely compatible the issue, I'm not sure.

UPDATE:
OMG this is so annoying I cant play any game on my PC without lag!

First, make sure you have the latest of updates for windows. If not, then you will be capped at 30 fps or lower. Furthermore, make sure you aren't running any other processes that make it to where you are using more than 8 GB of RAM.

Other than that, it could be some other things wrong with what you have inside your PC. Other than that, I do not have much advice. I use an MSI gaming laptop, and I had a problem like this before-hand, but that was because I didn't update any of the drivers nor windows update. Now, I get over 120 fps in CSGO.

Ok thanks, does this mean upgrading to windows 10 though?

Also one thing that I forgot to mention, not sure if it helps but, every so often my computer randomly freezes up, I can move the mouse but cant click on anything, then suddenly it all catches up and is back to normal.

I did the updates, no joy, am going to change motherboard, think thats the issue

You do not have to update to Windows 10. Changing your OS doesn't really fix any particular issues. But, let us know if changing your motherboard was the solution.

Yeah I'm pretty sure its the compatibility between the motherboard and the CPU, I did some CPU tests and its performance would regularly drop, in sync with when its voltage, I think its that the motherboard is not supplying enough power for the CPU, I will change the motherboard and update this! But thanks everyone for the help.
