Amd FX 8350 4.0ghz oc to 4.6gh Temp

So i have an amd fx 8350 fx overclocked to 4.6ghz and im using the fan i got with the cpu so min temp is 20c and max 80 i try to underclock back to 4ghz no chance same temps if i put thermal paste again will it fix it?
I Have an antec 700w PSU so cant be that.

Edit: Installing a game 75c ... why?

Ok i changed it back to 4ghz and by TIM you mean thermal paste and what do you mean MX-4?

Yes, TIM = Thermal Interface Material. Commonly called thermal paste.
MX-4 is one of the better, yet inexpensive TIMs: http://www.newegg.com/Product/Product.aspx?Item=N82E16835186038
It is non-conductive if you happen to get messy with it.
For cleaning, you can use isopropyl alcohol or some of this: http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=0&Order=BESTMATCH&Description=arctic+cleaner&N=-1&isNodeId=1

is 70% alcohol fine for cleaning off the TIM?'

Edit: I just found out that without the overclock my pc keeps freezing and crush same temps so i see no reason in removing the oc only ruining my pc wtf is going on..? and a professional built my pc i didnt do it FYI.

didnt help at all replacing the tim so yay me... and i also broke something in my motherboard so now my is lying down cuz i cant put my fan back in well and i checked the fan that its working i suck :(
