I actually had that same card that was put into a water loop with a really nice block and the over clock headroom was really minimal.

I returned the card for a replacement and the second was no better than the first. I moved on to a 7970 vapor x shortly after and was not any better off.

I wish you the best but I wouldn't be surprised if you hit the same ~1050mhz or so ceiling I seemed to find with that card from sapphire.

Well that was no help really and i accidently hit best solution so yeah....
I managed to overclock it myself after some research got the memory to be 1500 and core clock 1100
