@puttynene might be right, if the HDD has been used before and is initialized as MBR, it might not be detected properly in UEFI.
Good job with the different SATA cables, though. Maybe you should also try plugging it in a different SATA port on the motherboard as well. If you have access to another computer, you should also try connecting the drive there and see how it will get recognized.
Another fix that comes to mind is resetting BIOS using one of the methods listed here:

If that doesn't help, you should check the motherboard manufacturer's website for any firmware/BIOS updates and make sure you have the latest version available.
